GUAM EXPLORATORY MISSION
GEDCA and GCA Orientation, 5 March 2008. The delegates of the 2008 PASEI Exploratory Mission to Guam met the officers of Guam Economic Development and Commerce Authority (GEDCA), Guam Contractors' Association (GCA) and Guam Labor Office representatives. GEDCA and GCA hosted a comprehensive briefing and orientation seminar especially tailored fit for overseas employment service providers which included discussions on business regulations, accreditation process, skills standards and generally, the greater understanding of the process and opportunities associated with the military build-up in Guam.

Guam Industry Forum II, March 6-8, 2008. PASEI delegates man their booth and receive fellow delegates from other countries. The Guam Industry Forum II was a perfect opportunity and forum for the Philippine recruitment agencies to meet, to dialogue, to showcase their services and to establish successful partnership that could eventually lead to manpower service contracts in Guam and beyond.

The PASEI-GUAM “EXPLORERS” got to meet Guam Governor Felix Camacho and received an overview of all the opportunities available to PASEI members and all investors.

PASEI was ably represented in the IOM organized Regional Conference Organizing the Association of Employment Agencies in Asia: Moving Forward to Action on Ethical Recruitment by (R-L) PASEI Chairperson Ms. Edwina L. De Guzman (Observer). | ![]() PASEI President Mr. Victor E.R. Fernandez, Jr. is the country presenter for the Philippines. He spoke on the topic “Setting Up and Managing an Industry Association: The Philippine Experience” which emphasized the industry initiated Workers Welfare Enhancement Program (WWEP), a Personal Accident and Social Entitlement Insurance that complements the existing statutory social protection for Filipino overseas contract workers. The delegates manifested their interest in WWEP after learning that the WWEP offers superior package of benefits to migrant workers.

Organizing the Association of Employment Agencies in Asia: Moving Forward to Action on Ethical Recruitment, 3-4 April 2008. The IOM International Organization for Migration invited the heads of the overseas employment industry associations and human resource practitioners from 9 Asian labor-sending countries for a two-day conference on ethical practices in recruitment. The conference concluded with the participants' manifestation of a commitment to organize a regional alliance to be known as Alliance of Asian Associations of Overseas Employment Service Providers. The conference was graced by IOM Regional Representative Mr. Charles Harns (seated) and DOLE Undersecretary Hon. Atty. Luzviminda Padilla (seated). Ms. Aiko Kikawa, Regional Programme Officer-IOM Dhaka (Extreme right), and Mr. Ricardo R. Casco, National Programme Officer, Labour Migration Services, IOM-MRF Manila (Second from right) facilitated the workshops.
